If a road user experiences damage on a state-owned highway that they believe is due to inadequate maintenance, they can seek compensation for the damages from the ELY Centre.

The ELY Centre is not liable for all damages that occur on state-owned highways. The road authority is responsible for compensation if, in addition to the poor condition of the road, it is found that road maintenance has been carried out incorrectly or negligently, or if some tasks that are part of regular road maintenance have been completely or partially neglected. Compensation decisions are always made on a case-by-case basis based on the compensation application.
If you have experienced damage on a state-owned highway, you must specify the time and place of the damage, the cause of the damage, and the damages incurred as accurately as possible in your application. We cannot process your application if the aforementioned information is missing.
Submitting a claim is possible only in Finnish or in Swedish. If necessary, you can purchase interpretation assistance at your own expense.
Electronic form requires identification with Finnish bank credentials or Finnish mobile certificate. In case you don't have any of them, you can fill out the form attached (the form is available in Finnish or in Swedish) and send it by e-mail. Send your claim to the address: kirjaamo.lappi@ely-keskus.fi.

Do not attach receipts or vouchers to the application. If you receive a positive decision, ELY Centre will separately request the original receipts. Compensation will only be paid based on the original or equivalent receipt, so receipts must be kept carefully.
