Construction is regulated by the Land Use and Building Act. Furthermore, municipalities give orders on construction in their building regulations.
When building a noise wall or a barrier on your own, in addition to technical matters, you must figure out whether you require a permit. You can ask your municipality’s building control for information about necessary permits and whether you must consult your neighbours. Generally, building a barrier requires at least an action notification. Construction that alters the landscape, such as a noise barrier, may require a permit for landscape work.
Along highways you must also note matters related to road maintenance and safety. Construction on the road area requires a permit from the road authority. Furthermore, a barrier can not cause any risks to traffic or obstruct road maintenance in the buffer zone and lateral clearance areas of a highway.
